SCOTTISH DOCTORS NO LONGER ON CALL
From midnight on Friday Scottish GPs will no longer have the responsibility of looking after patients out of hours.

Under new laws it will fall to health boards to make sure arrangements are in place to treat those who need to see a doctor after their surgery closes.

From 1st January, any GP calls outside normal hours will be automatically forwarded to the NHS helpline NHS 24.

There, teams of nurses will decide whether the call warrants medical attention and, if so, whether it should be from a doctor or the emergency services.

NURSES UNION CALL FOR MORE CONSIDERATION FOR NURSES
The nursing union RCN Scotland will today call for staff to be treated with respect in a bid to cut the number of New Year assaults in hospitals.

RCN Scotland said hospital staffs often have to face drink and drug-fuelled abuse from the very people they are trying to help.

According to NHS Scotland, one in 10 staff suffers verbal or physical attacks each year with nurses and midwives at the end of most violent incidents.

RCN Scotland director James Kennedy said: "No nurse should have to deal with violence or abusive behaviour as part of their job.

"While most families are enjoying New Year celebrations together, we must remember that not everyone is on holiday.

"Aggression towards health professionals should not be tolerated at any time and I would appeal to anyone who uses these services over the New Year period to treat staff with the respect and gratitude they deserve”.

BUSIEST CHRISTMAS YET FOR NHS HELPLINE
Provisional figures collected by the Department of Health for the Guardian showed that NHS Direct, the health service's telephone advice line, had its busiest day to date on Monday as the country struggled to cope with the extended Christmas break.

The most common complaints were coughs, flu-like symptoms and viral illnesses, followed by mental health problems suffered by people who found Christmas a time of distress.

Demand for NHS Direct continued to grow yesterday, with the possibility of another record being set. Over the first three days of the Christmas holiday the service took 77,215 calls, up 6.4% on last year.

EXECUTIVE BLAMED FOR SCOTS GOING PRIVATE
Opposition politicians and union leaders yesterday blamed the Scottish Executive for the record number of people turning to private operations to by-pass excessive NHS waiting lists.

The biggest increase has not been in people taking out private medical insurance, but individuals paying for treatment as they need it.

Shona Robison, SNP health spokeswoman, said people were frustrated at having to wait for NHS treatment.

She said: "I know for some elderly people it is a heart-breaking decision to have to use their life-long savings to get a hip operation, but they are just waiting far too long on the NHS. I think this shows how badly the executive has failed”.

Last year more than a quarter of a million people received treatment in independent Scottish hospitals.

David Whiteoak, who runs the Nuffield Hospital in Kelvindale, said: “Some of the historic antipathy towards the private sector has eroded”.

ANTI-SMOKING ADS TO SHOCK
The Government has launched hard-hitting TV adverts to encourage smokers to quit - particularly those who are parents.

They will show children standing over the graves of parents who have died of heart disease or lung cancer.

More adverts will follow in the New Year, with advice about free NHS Stop Smoking Services, as part of a £6m advertising drive to curb smoking.

Public Health Minister Melanie Johnson said: "We know 70% of smokers want to stop smoking. For some, however, fears about their children can be a stronger motivation to actually quit than fears for their own health.

"I am confident that the uncompromising message of this advertising will hit home with many parents. We also need to ensure people are aware of the most successful ways to give up smoking.

"That's why our January adverts will promote NHS Stop Smoking Services - because smokers are up to four times as likely to quit with their support, along with NRT, than by relying on willpower alone".

VOUCHERS TO PAY FOR ELDERLY CARE
Alan Milburn faces a major Cabinet row over his proposal to give the elderly vouchers or a smart card to pay for non-NHS services such as meals-on-wheels and long-term care.

They would be encouraged to spend the vouchers with private companies rather than rely on local authorities.

The plan will be fiercely opposed by John Prescott and other Cabinet ministers, who are against any privatisation of care for the elderly.

Mr Milburn has the personal backing of Mr Blair for the plan, which will give the elderly vouchers or an electronic smart card that carries their annual entitlement.

INVESTIGATION REVEALS A CATALOGUE OF BAD MANAGEMENT
An investigation by the Healthcare Commission into three NHS hospitals has found that dozens of patients may have died needlessly over a five-year period while doctors squabbled among themselves and managers failed to act.

They revealed that some patients at Mid Yorkshire Hospitals NHS hospitals had death rates 25 per cent above the national average between 1999 and this year.

It found that the hospitals suffered from inadequate equipment, and doctors and consultants who were at loggerheads with each other.

John Parkes, the trust's new chief executive, claimed that it had already made significant improvements and investment since the investigation.

He said: "We take the report's findings very seriously and want to apologise to patients for not having maintained the high standard of care that we aim to provide”.

SANTA’S WISH LIST – BETTER PROTECTION FOR NHS STAFF
Dave Prentis, UNISON General Secretary, today called for the same treatment of offenders who attack NHS staff that they would receive if the attacked the Police.

He said:

“Most people can look forward to Christmas and the New Year but for NHS staff it is anything but peace on earth. Binge drinking, drugs, work and family tensions all take their toll and it’s hospital staff and paramedics who face the blows and the abuse.

“There are no excuses. It is shocking - staff are punched, kicked, spat at and abused, we have had members stabbed and threatened with knives and guns and all for doing their job, caring for the sick and injured.

“It’s clear that more needs to be done to protect staff and one of the ways to do this is to have a tough new law. The public knows that if they attack a police officer they are going to have the book thrown at them - UNISON would like to see the same tough treatment meted out to anyone found guilty of assaulting an NHS worker. Judges must impose sentences that reflect the crime.”

DENTISTS RESPOND TO SCOTTISH FREE TREATMENT BILL
More funding required to make aims a reality
Following the announcement of the new Smoking, Health and Social Care (Scotland) Bill on Friday, a spokesperson for the British Dental Association (BDA) said:

“The dental clauses were an important step on the path towards much needed reform of NHS dentistry in Scotland. The Bill makes provision for local commissioning to address local need and legislates for the introduction of free dental checks.

Andrew Lamb, BDA Director for Scotland, said:

"Free dental checks may make good headlines, but the real measures necessary to safeguard NHS dentistry in Scotland are more complex. As the situation stands, dentistry lacks both the finance and the workforce to keep the Executive's promise. Unless sufficient funding is invested and an adequate number of dentists recruited, the reforms announced on Friday simply will not work.

The BDA is advocating the need for a 300% increase in funding for dentistry in the NHS.

FREE DENTAL AND EYE CHECKS PROMISED BY 2007
The new Smoking, Health and Social Care (Scotland) Bill, published on Friday, lays the foundation for the provision of free eye and dental checks for all by 2007.

It will also make Health Boards responsible for identifying where pharmacy services are needed locally and ensuring they are provided.

The Bill will provide greater flexibility in the charging arrangements for NHS dental services, by removing the link between what the patient pays and what the dentist earns for a specific item of treatment.

This is intended to pave the way for a comprehensive strategy to modernise NHS dental services, to be launched early next year.
